Electric vehicles (EVs) have gained significant attention over the last few years from various European governments as they look to promote the deployment of EV charging infrastructure. European governments are expected to budget about 700 million over the next seven years for charging stations, notes the analyst of this research. The approximate investment over the next seven years is likely to be about 5 billion for building EV infrastructure in Europe in relation to charging. The ratio of the number of cars to charging stations in Europe stands currently at 2.5, dropping to 1.8 by 2017.

The rate of growth of public charging infrastructure in Europe is very high, principally due to local government initiatives in different countries. Local governments are granting customers a variety of incentives to purchase an EV, remarks the analyst. Such incentives include discounts on the purchase price, tax reduction or exemption, and other advantages such as no congestion charge, free parking, and use of exclusive lanes, among others. There are many other initiatives such as initiating infrastructure deployment, which can be financed by governments. For instance, the French Government has allocated 400 million for infrastructure. Other approaches include playing a role as a partner in different projects, such as the Portuguese Government partnering with Renault-Nissan. Providing funding to private projects for infrastructure installation is another method being adopted by governments to encourage EV adoption.

DC- DC Fast Charging to Show Way Forward

Slow charging is the most widely available option at present. This method requires six to eight hours for a vehicle to fully charge (80 per cent) and represents an infrastructure problem. Manufacturing and installation of a single charging station can be as high as 6,000, implying the need for sizeable investments to equip an entire city with charging stations, states the analyst. Moreover, 6 to 8 hours of slow charging means more charging stations are required to ensure availability at all times.

Fast charging will help resolve this issue. However, at the moment, this method is expensive and not widely available. In addition, it is presumed not to be entirely safe for users to handle. The adoption of concepts such as DC-DC fast charging is critical to ensure the dramatic decrease of charging duration, concludes the analyst. A DC-DC charging station may eventually produce its own energy supply from renewable sources, offering an added advantage.

Stevens Pass powers up two EV charging stations

STEVENS PASS — Stevens Pass Resort has completed the nation's first mountain-pass electric vehicle charging stations.

The resort's two new chargers along U.S. 2 might also be the only public units located at a ski resort anywhere in the Western U.S., the state Department of Transportation announced in a June 1 press release.

Each Level-II station provides both a trickle charge and a faster charge, servicing two electric vehicles simultaneously. These 240-volt fast-charge units built by Coulomb Technologies Inc. allow EV drivers to recharge while they enjoy the resort's recreational activities. Owners of vehicles like the new Nissan Leaf will gain approximately 15 miles of range for every hour of charging. Nearly empty batteries will require four to six hours to fully charge — perfect for a day of skiing or mountain biking at the resort or hiking from the trailhead of the Pacific Crest Trail.

Stevens Pass fills a critical link in EV charging infrastructure along U.S. 2, providing EV drivers with a well-placed recharging option and permitting journeys to Leavenworth or Wenatchee, where other chargers are located. The Stevens Pass stations are available to the public 24 hours a day, every day of the year with restrooms nearby and reliable cellphone coverage.

“Our companywide focus on sustainability includes many progressive programs, and we are especially pleased to remain on the cutting edge by installing these EV charging stations at the resort,” Ross Freeman, environment and sustainability manager for Stevens Pass, said in the press release. “We strive to lead the way among Pacific Northwest resorts in reducing our carbon footprint. Supporting the use of electric vehicles puts us one more step ahead of the competition.”

Grants from the ChargePoint America Program, which includes federal stimulus funding from the U.S. Department of Energy, helped pay for the new charging stations. Stevens Pass paid for all fabrication, installation and electrical work.

Both charging stations are connected via cellular signal to the national ChargePoint Network, allowing anyone with a smartphone or computer to access station location and real-time availability information, view their usage history and sign up for email alerts.

The average user fee for charging at Level-II stations is $4 to $5 per session, but Stevens Pass will waive this charge for an introductory period. Fees can be paid through a key-ring swipe pass, credit card or by calling a toll-free phone number on each unit.

Other locations along U.S. 2 are considering or have announced plans to install Level-II charging stations. Also along U.S. 2, the DOT will install two DC fast-charging stations (sometimes known as Level-III), which can provide an 80 percent charge in just 20 minutes. By the end of 2011, this route will connect to I-5 and DOT's Electric Highway Project.

“Stevens Pass is leading a national movement. This new electric-vehicle charging station is a peek at how most of us will drive to the mountains in the not-so-distant future, using cleaner, more efficient fuels,” Washington State Transportation Secretary Paula Hammond said in the press release. “It brings us closer to a seamless network of electric vehicle charging stations across Washington and, eventually, from Canada to Mexico with the West Coast Green Highway.”

Expanding Electric Vehicle Market Will Likely Necessitate More EV Charging Stations and Education for Property ...

CHICAGO, April 21, 2011 /PRNewswire/ -- As the acceptance and use of electric vehicles is becoming more prevalent, thanks to recent investment from the government and car manufactures, more commercial property owners and managers are grappling with how to react to growing demand for EV charging stations at their properties.


“The growth of the electric car sector is very real,” said Bob Best, SVP and head of Jones Lang LaSalle’s EV Task Force. “We know the eventual demand for charging stations is going to hit the real estate market, and we need to be prepared to guide owners on the best approach to tackling this issue.”


To help building managers navigate the emerging EV charging station arena, Jones Lang LaSalle, along with other EV industry leaders, has developed an educational program that offers managers guidance on everything from purchasing charging stations to installing and maintaining the technology.


Named the EZ EV? program, it aims to address common concerns about charging stations, such as demand, price, logistics and return on investment. The program stemmed from an EV task force Jones Lang LaSalle formed in 2010 after receiving a plethora of questions from clients about the potential need for charging stations at their properties. ?


“Considering the recent substantial investment in electric cars, both from the government and car manufactures, I don’t think ignoring the EV movement and its potential opportunities is wise,” Best said.


In 2009, the Department of Energy awarded $2.4 billion in stimulus money to various entities to build electric vehicles and develop a charging station infrastructure, spurring the electric car’s growth.


In fact, the cumulative investment in national and regional charging station infrastructure is projected to reach between $5 billion and $10 billion by 2015, according to information from the Electric Drive Transportation Association (EDTA). ? ?


Further, an estimated 20 electric car models, including the Nissan Leaf and the Chevrolet Volt, are expected to hit the marketplace and roadways by 2012, according to the same information.


“More and more people are going to want to use these cars, so over time there will be more pressure on building owners and managers to provide charging stations,” said Brian Wynn, president of the EDTA. “We want them to know this is coming and to be ready for it.”


Developed in partnership with Eaton Corp., and WESCO Distribution Inc., the EZ EV program is intended to help prepare building managers for this potential investment.


It offers education about the actual charging stations, how to determine demand, the installation process, implementation and overall strategies for seamlessly integrating the devices into their properties. The education comes in the form of written materials, as well as a 1-800 number and e-mail address where property managers can direct their questions.


“This is a rapidly emerging area, so we wanted to make the information-gathering process and the ability to execute an EV strategy for building managers as easy as possible,” said Steve Johanns, area sales manager for Eaton, a power management company. “We’ll do everything from answer questions and help managers develop an appropriate bill of material, to discussing turn-key solutions, and even assist in identifying installation partners through the Eaton Certified Contractor Network.”


The more educated and proactive managers are about charging stations, the more they will be valued by owners who already have their own questions about such an investment and the potential returns and pitfalls.


“Property managers’ clients are asking questions and they need to have answers,” said Chuck Smith, global account manager for WESCO, an electric charging station distributor. “Having this information easily accessible will bring value to their customers and clients.”


Best said whether or not the charging stations are a necessary investment for buildings at this point remains unclear, but he said being able to respond to owners’ queries about the trend with informed answers is most important.


“We are groping our way into a vast unknown area,” Best said.?“The electric cars are not here yet, so it’s not surprising that our clients are unsure about what to do.? Our best response is exactly what we are doing...trying to stay informed and develop solutions to fit the emerging need as best we can.”
